Exhaust gas recirculation, its an emissions thing that pumps a little bit of exhaust gas back into the intake. Look through the throttle body and you'll see a tube sticking more than halfway into the manifold. If you cut it down you should get a little better airflow.

 

how do u take it off and seal it?

I did it on mine. I noticed a little difference with all of the free mods combined. I also did the descreen mass air sensor mod. Some say its bad but i know alot of people running it with no problems at all. I also ported my throttle body a little bit with a dremel tool and cleaned it all out.
