The programming is required for the VATS security system to work properly. If you got away without programming, you either got lucky, or your tune has it turned off.

I did two different cluster swaps into my 06.. not one problrm at all! No programming needed!

It's safer to get a remanufactured cluster that's been programmed, that way your mileage is legitimate and you don't run any risks of being cited for odometer tampering, which while not usually enforced does have a hefty fine in some states.

I would say that whoever you buy one from needs to be a certified AC/Delco service center.
