Default IFR scaling?

Ive looked at my tune and see that my IFR is the same across the board, is that because of regulator ? Do I use 58psi fuel rail pressure when scaling even though idle is 49psi at idle and 58psi wot?

The scaling is for trucks with the returnless fuel systems 2004 and up. For the return systems it should be one number across the board.
