The truck does have 05+ efans. I have them tuned to:

Fan 1 enable: 200psi
Fan 1 disable: 150psi

Fan 2 enable: 300psi
Fan 2 disable: 210psi

Take a look at your settings in your tune. I reviewed my factory tune on my 05 and compared it to an 07 classic an they were the same. I took some screen shots of the settings.

I would try increasing the fan on fan off time on both fans. maybe try increasing the fan 1 minimum on time.

Maybe it's not running long enough to cool the gas in the condenser.

I believe the factory T stat is 190. Not sure what you are running but try running the factory settings I posted and adjust the temp slightly lower if you have a different T-stat.

The fans definitly are not the issue. They come on when the ac is turned on and never shut off. I verified this with the hpt scanner.

Your pressures are dead on for the OAT. If you can verify it's the pop off valve opening. I'd call whoever you got the parts from and see about getting another compressor. It wouldn't be the first time I've ran across a weak valve.

I've seen those trucks come in the shop with completely plugged condensers from hay and bugs running 400+ on the head and never blow the pop off. At the pressures you are running you are normal and in the safe range. And here in hot as hell south texas we are in the same boat in the HVAC OAT temperature performance range that some of the other guys on here just aren't experiencing or seeing so it may seem high to them but it's dead normal for us.

Just one more time to clarify you have determined it is the pop off valve opening. You should be low on refrigerant and have refrigerant oil residue if this is the case after it blows multiple times.

No I have not determined it is the pop off valve yet. I will put it on the lift and see if there is oil/refrigerant marks by the valve tomorrow. If I was low on refrigerant, wouldn't my pressures be low?

So I got under the truck today and it looks clean up by the pop off valve. Also looks clean on the top of the compressor where the high/low inlets are. Hoses look clean. The only place I saw anything are on the bottom side of the compressor. Just a couple orange dots as you can see in the pic. Is this refrigerant? If so, it doesn't look like it is coming from the pop off valve

Okay guys I narrowed it down a little more today. The damn thing only makes noise when the compressor clutch engages. So when I take off from a stop light, the clutch releases and by the time I get into second or so, it reengages and then makes the pppssshhh sound. It does it everytime it engages. I confirmed this in the hpt scanner with the ac clutch status bit. Also you can tell by how cold the ac gets right after it makes the sound. So I don't know if it is refrigerant leaking out from somewhere when the compressor comes on or if the sound is the compressor clutch slipping.. What are your guys' thoughts?

Just tested the voltage at the compressor plug. It was 13.73v. So obviously it's not a voltage issue. It doesn't slip at idle, but anything above 1100 rpm and it slips every time.
