Overheating problems with A/C on

Everything is in and buttoned up. Looks awesome.
I can activate the fans both high and low speed with hptuners so I know they are wired correctly and functioning properly. But shouldn't one of the fans come on high when the a/c is turned on? That's the only problem I see so far

both my fans come on low speed when the AC is on.
it takes about 30 minutes for the coolant to creep up to 215 where the fan #2 kicks on and cools it back off. but thats when its 95* outside and the AC on wide open.
Might wanna jump over on HPT forum and see what they are doin.. i know there for awhile they didnt have fan #2 control or something weird like that..
