Default P0446 code help

2003 GMC Sierra 1500 2wd 5.3L

I have a small amount of fuel in the charcoal canister. The vent valve near the charcoal canister I took off and am able to freely blow air through both ways with my mouth. The purge valve on the intake manifold I am able to blow air through one way but not the other. Anybody got suggestions?

The LTFTs are +2.3 on both banks if that matters at all.

Update. I have replaced the purge valve on the intake manifold and the evap vent valve near the fuel tank. The charcoal canister still fills with fuel. I have drained it and blew it out with compressed air then clear the code. It will last about a week before it comes on again with the p0446 code.

This code seemed to start right after I replaced the fuel pump. Could there be any relation? I used a dephi pump but the fuel gauge on the new sending unit does not work properly.

I'm stumped. IDK why the canister keeps filling with fuel. I dont want to pay the money for a new one and ruin it too.
