Problems Starting when engine is cold...

Default Problems Starting when engine is cold...

This is not my truck but my girlfriends dad has a 99 OBS Tahoe with the 5.7. He has changed the plugs, wires, and fuel filter but the thing still does not want to start(starts hard) when the engine is cold... I was kinda wondering what else it could be.. Any ideas would be helpful. He did not change cap and rotor could this help??? let me know if anyone else has any sugestions... thanks guys

where is the fuel pressure regulator located on these things?

the NNBS's are on the fuel rails i assume the OBS are similar
