Default Spare Tire stuck??

Ok not too sound like a dumbass here but is there a trick to getting the spare tire off. I have had it off before but now the secondary latch wont release. It lowers about 4" then the cable just comes down and the tire stays hooked on the secondary latch.... I cant get the damn thing off........... Anyone have any ideas.

I know that method, I was getting close to doing that because I was getting pissed. But decided to step back and mess with it later. I want to start putting it in the bed.
