2wd or 4wd? All terrain tires , or streets?
31x10.50x15 will clear, and full lock will be ok Speed O will be 2-3 mph slow
32x11.50x15 will clear, but the will rub at full lock. Speed O will be 3-4 mph slow

would a 32x10.50x15 be the best looking and best fit?
and i have a welder, to get the 32x11.5x15 to fit could i easily just notch the frame alittle in the front where its needed?

the 32's will fit, but they'll rub on the front bumper, top of fender, and rear bottom fender.
The front bumper can be cut/notched with a saw-zaw
the top bang it in with a hammer, or do small cuts with a hack saw, and "roll" the inner lip of the fender up.
the back side of the front quarter pannel can be cut, and also rolled back
Lots of this depends on what wheels you have and back spacing you have. I had 33x12.50x15s on 15x10s. This was a with a 3" body lift. The rubbed in all the places that I described above. They never hit the frame, even when air borne.

i have the stock rims. im just trying to get the biggest tire to make my car a little cooler, because all my time and money usally goes into the camaro
so if i get a 31x10.5x15, all should be ok and it will fit with minor things?

31's will fit with absoulty no issues at all . . . . slap them on and drive
I had the BFG long trails/ or open trails, and I've loved them. They're a great highway tire

Assuming your referencing a 2wd OBS, you should have no problems fitting 32x11.50x15 on a 15x8 wheel - no trimming and no on-road rubbing (I get a little frame rub at full lock).
Also, in response to the speedo calibration... 3-4 mph is not totally accurate. Go with percentages. For example, going from factory (29") to a 32" tire, you're going ~10% faster than your speedometer reads - when your speedo reads 60mph, you're actually going 66mph; at 30mph, you're actually going 33mph.
If you've got factory 15x7 wheels, I'm not sure how well the 32x11.50 will mount - may be a bit too ballooned, but may not. May want to go with the 31x10.50x15 instead.
I like how the 32" fills the fenderwells, but I think they are a little too tall for optimal road handling - I like to hang curves more than I like to off-road. Shorter tires = less body roll / tire flex. Always something to factor in when considering SUV handling.
