higher stall Tq Converter would be the best bang for the buck short of forced induction.
That being said, you do have quite a bit going against you. First, you have the 4.8L and its and Extended Cab, you are running 22's which are heavy as hell and a large rotating mass, and though it might be a small thing, I personally think you are doing yourself a huge dis-favor running true-duals with the 4.8L.
I never had much power off the line when I had my 07 4.8L and it was a RCSB and had 3.73s
If you just want to spin the tires, the stall should help, but also remember, seems like the throttle body operation in the 07's were pretty slow to open.

Would it be better for him to hold off on a cam until he goes forced induction? Idk but I thought that there are cams designed to be optimal with supercharged applications (I assume that's the route he'll take) n/a or turbo applications.
Does your truck have VVT? I know I've seen quite a few people more knowledgeable than I condemn utilizing VVT when "camming" ones vehicle but it seems to me that it would help with low end power more than a nonVVT.

Idk much about it but I read a few things here and there and the consensus seemed to be that Underdrive pulleys don't really do much. Probably not as useless as a throttle body spacer but I believe one person actually grouped those 2 together when talking about their use.

Some say no some say yes, we netted 6rwhp on a dyno might not be a big gain but a gain is a gain
