Im an old dude the old days a rebuilt engine was a tanked block new freeze plugs cam bearings fresh bore new pistons/rings brearings crank grind valve job valve seals timming set gaskets would be basic rebuild
Overhaul ment it could be done in car hone it re ring it rods/main bearings chain/gears set valve grind.
If I understand you correctly you could drop the pan replace the mains and rods button it up and sell it as a rebuilt engine by your definition country boy.

Anyone cruise the parts fs section and see things like rebuilt LS1 FS,there idea of a rebuild is new bearnings used pistons and rings,cleaned and assembled with new head bolts.whoppty friggn do,

Too me, an engine is worth more not touched. You have to ask yourself why someone would be selling an engine with fresh bearings if it isn't a well known shop. I would rather take my own measurements, and know my clearances. If an engine is rebuilt I would think it would include new rings, bearings, trued deck, rod bolts, cam, lifters, cleaned heads, valve springs, and valve job. There are probably a couple things I am forgetting, but I would assume all that, and they should be able to tell you the ring gap, cylinder measurements, skirt wear, along with guide wear. I would rather check my own measurements, and file my own rings so that I know everything is perfect.

In my mind....
Rebuilt = shadetree/backyard/weekend warrior parts-changer mechanic.
Remanufactured = repaired where needed/tolerances measured & corrected/all wearable parts replaced(including pistons & rings)/crank polished or turned/rods resized/cylinder heads reconditioned complete.
I will not ever purchase a "rebuilt" engine. I've seen a few work out okay, I've seen dozens fail. Either "rebuild" it yourself with the help/advice of a qualified machine shop and/or engine assembler, or purchase a remanufactured or "built" assembly from a well represented company. Anything else is a roulette wheel.

In this case it means the sub frame came off and was powder coated along with the springs, A-arms replaced ball joints and bushings ,to me its a frame off
