with the way it works, i would have to say no,
right now with the computer he has and service provider
he can be stoped, but buy a new computer and change
service providers he can be right back in here under a new name
and i.p. address.
it is hard to stop someone when they know their way around
to commit more crimes.

I HEAR YA,,, I WAS JUST HOPING HE HAD A STATIC IP THAT CAN BE BLOCKED.... IF HE HAS A DYNAMIC IP WE WOULD BE SCREWED ANYWAYS....
THE BIGGEST PROBLEM IS TAHT HOW ARE WE TO EER KNOW IF WERE DEALING WITH HIM?? HE CAN REGISTER A PAYPAL ACCOUNT UNDER ANY NAME HE WANTS
I USED TO DO THE IT ADMINISTRATION AT THE GM DESIGN FACILITY I WORKED AT.... BECAUSE I WAS REALLY PRETTY MUCH THE ONLY GUY THAT KNEW ENOUGH TO DO IT.... AND WE HAD A PROGRAM WE USED TO RECOGNISE SIMILAR CODE AND COMPUTER RESPONSE TYPES, TO BLOCK USERS TRYING TO SNOOP INTO OUR SYSTEM.... WE HAD ALOT OF PEOPLE WHO DID WORK FROM HOME... SO IT LEFT "ALOT" OF HOLES IN THE SECURITY...
I WISH I COULD REMEMEBER WHAT PROGRAM IT WAS
