That front has a few options so not sure what he did up there.

On the rear they are spring under. You just put a block as low as you want to go. There are obviously drop springs too I am sure but he was talking about needing longer u-bolts for the blocks so i would guess he has a 3" maybe 4" block out back.

I am not sure this is the slowest on earth. My friend had a 4cyl Ranger(89 I think) It would definatly give it a run for it's money! I could honestly almost run faster then it 0-10 mph.

Front:

Belltech drop spindles
Belltech Drop springs (2in I THINK)

Rear:
OEM ZQ8 leafs
4in (i think) and one is trimmed to try and offset the lean it seems to have

Sorry its been so long since I dropped it I have trouble remembering lol

Just a cammed 5.3L swap with a 3200-3600rpm torque converter, built trans would rape in that lite truck. You would be breaking many ricers hearts with those mods alone.

are those the factory headlights/grill? my 96 looks nothing like that. i've been hunting the 98+ style front bumper/core support/headlights/grill but cant seem to score one used. i currently have the 3" djm lower control arms so i may have to chop another inch off of my springs. out back i have 2" calvert monos and 1" worth of blocks. i dont want to go mucm more than 1" on my blocks to avoid spring wrap. my s10 shouldnt be as slow as yours
