Ok took waste gate off everything was working perfect I dropped the spring down to a 4psi spring and still spikes I hit 16psi at WOT here is my setup

I don't think those waste gates like being hooked to a vacuum source. I have mine referenced off of the compressor housing, which is only boost. The wastegate needs the boost pressure reference to help it open.
On the other hand, when I put my 4" down pipe and exhaust on, my 38mm wastegate had extreme boost creep. I now have a 60mm wastegate and can maintain 4lbs rock steady.

You will still have pcv fumes inside with a vented catch can.

I'm just venting the valve covers right now and tired of the oil smell but I have never read so much back and forth between vented catch can or vacuum can and setup, it's making it hard to decide what's best for my setup

The oil smell was my main dilemma when the ac was on. The vented catch can will still smell inside, it will just eliminate the mess all over your engine. A vacuum catch can takes more to setup properly, but is the best setup imo.
