If it was a stage 1 or 2 then that would be about right, high 13's low 14's is all a stock GT will run and you've added the extra weight of a body kit and 20" wheels with no real increase in power other than an exhaust and an intake.
If it was a stage 3 or 427R, then the driver just sucked or wasn't really in it because there's no way you beat a stage 3 or 427R in that truck. The supercharger, eventhough it's small makes all the difference on the Mustangs with bigger wheels. Considering the 427R will run in the mid to low 12's compared with the stock times.
