Well if your gonna repaint or re-touch... keep the flares off and color match the bumper, plastics and wheels the same color silver. If your going to go throught the work I think it would set it off nice IMO. The truck still looks good either way.

What did you use when buffing? I know the scratches from flares can run pretty deep, but if that's the main reason you put the flares back on maybe some additional effort can fix the paint. I've done a few vehicles like this and have had pretty good success.
