To the best of my knowledge painting is always an "after purchase" thing. Unless you happen to find some that were pulled off a truck in your color, you'll need to get them sprayed. The vendors that I've seen who sell them already painted charge one heck of a premium for the service.
On my old Tahoe I got the flares (from Fichtner Chevrolet in Montana, if I remember right) and I had my local body shop paint and install them.

Thanks that is probley what I'm going to have to do. I found them ready to paint for $218. I have a cousin who owns a body shop so I'm going to see how much to spay them.
