How do I remove the black sh** from the paint behind the rear tires?

Default How do I remove the black sh** from the paint behind the rear tires?

It's not rubber, it's more like a thin layer of crud that's slowly accumulated over the years. It won't wipe off with a wet rag. What should I use? I bought a clay bar, but I'm not sure if I should use it for this?
