The manager told me that he would sandblast it and then mud in any pits in the metal and coat it with a special sealant that would have to set at least 2 days and then paint it, does this sound right!!!

How long would this be warrantied for? My guess is this is a DD. Weather in OH isn't much different than here. I say it'll come back. Mud is temporary IMO. Climate & extent of rust removal buy time. A key is, it's all about prep. The paint on top can be top notch, but if u have crap underneath. Like the saying, if u have a weak foundation, how good can u expect the rest of house to be? That is my best explaination. Prolly not what u wanted to hear.
