My duals were welded to the hitch also. I just unbolted the back two bolts and loosened the rest so that I had enough clearence to get the bolt out of the shackles. Also, do you have a stepside or fleetside? In my stepside, it required a little more work to get the top bolt out. Its not hard though so get started and enjoy.

I have never done anything like it before, just get under there and cut the piece off and you should be fine, its not very hard to do. To clarify things a little, my pipes aren't welded to the hitch, there just isn't enough clearance between the two to take off the hitch.

just unbolt the hitch from the frame and drop the back of the hitch. with all the bots out you should have no problem manipulating the hitch to get the bolt out. make sure you get the 2 bolts on the bottom of the bumper. cutting it sounds fairly labor intensive and a good way to get **** in your eye. if you don't have a die grinder with a cutoff wheel then you only have one option anyhow. UNBOLT THE HITCH.
the truck needs to be jacked up high enough to suspend it from the frame somewhere letting the axle hang free. with my jackstands all the way up and placed under the cradle for the shackles the height was perfect.
Don't be skeered. jump in feet first. this really is not a big job.
