Does anyone have any idea what is the process to sand and smooth these mirrors out because I want to paint the black part and leave the chrome what kind of sand paper should I start with maybe 200 or 400 any suggestions or tips?

Use 400 to knock down the texture and then follow that with some 800-1000 grit to finish it out. Don't go too heavy on the initial grit because once you get a deep scratch it's a pain to get rid of and sanding it away in one spot will leave a divit in the plastic.

I would start at 400. The plastic that those mirrors are made of is pretty soft and scratches/gouges super easy from heavy grit sand paper. Hiding deep scratches/gouges in plastic doesn't work the same as it would with metal. If you're paint guy is going to do the final prep I would just knock down the texture with 400. If you want to do the smoothing yourself, I'd finish it off with some 800 or even 1000.

the plugs on the 03's are different from the 99-02's, the cord is also alot longer, b/c I bought a set of the wrong streetscene mirrors and the cord was to short so I sold them to a friend, and finally ended up getting the right ones

Here are some pics of one of my handles that I sanded and smoothed out well the first is of the textured handle and the other is of the smooth one I just dont want to mess up anything Its just that I have never done this before let me know what you think?

From what I can see of the bottom pic, that looks good. All the texture is gone? If so, I'd say they're ready.
