Keep it the same color and paint the metal bumper flat black. You need a little contrast.

I occasionally pull my lower valence off and I'm not even lowered
I think the lower valences are junk anyways.

As far as painting, I agree with everyone, leave it how it is, but the middle part black does sound like it would be awesome.
