I had some centerline aluminum wheels painted, but they peeled after a few months. So I had them powdercoated. When they bake the wheels, sometimes contaminants in the aluminum create gases that make the powdercoat crater, or pop. This creates a little pocket or crater you can see the aluminum underneath. Even if you strip the wheel, you might get these craters. You can touch them up with paint later, and you won't really see them. I don't know of any powdercoater that can guarantee that this will not happen. You can ask if they will bake the wheels before they apply the powder, and then bake again but I'm not sure if that will work. If you want to have a polished lip, then you'llhave to have the lip polished out, because the aluminum discolors when it's baked. Hope this helps.

My N-Law , has a PowderCoat and Aluminum Anodizing business here in town. He's been doing it for over 20 years. I'll ask him for you about the chrome wheels. I know when he did my aluminum wheels with a clear coat on top he had to sand blast them first.

Bullitt,
I re-read your post and since you're going all black all you'll need to do is strip the chrome and have it coated. I'm still not sure about the craters, and if they'll be a problem.
