Try a Clay Magic medium grade clay bar - you'll be amazed at what it'll accomplish. It'll leave behind some marring that you'll have to polish out, but it will get rid of any surface contaminants. Detailed Image Dot Com is a great vendor if you need a referral. Use plenty of lube, and a bit of elbow grease, and you should be fine.
Afterward, I recommend a good paint sealant, or a very sturdy wax - something like Colllinite 645. Two coats should give you decent protection, but if you're unable to avoid the dusting you'll want to apply fairly often. Good luck...
