Why you put dielectric grease ? It doesn't conduct electricity all it does it keep water from getting to the connection and I have had water over my hood before and not had problems with that but I did have a few other mishaps lol

I was just always taught to use it in the boots of the plug wires to keep them from getting stuck

Not my current truck its never been that deep just over the tires.. My old truck I had when I was in highschool seen deep water on a few occasions
