David, got a response from the General Manager on SCR's forum...

I get about 5 messages a day from the contact info on the website(gary@statecapitolraceway.com and if that does not work, my cell number is 225-964-8917, the best time to call is after 6 PM. I hope this will make it easier for them to contact us.
