Sounds to me like the tech is overcharging, 9.5 hours of labor seems a little excessive for a "compressor and a rear expansion valve".
Tell your friend to show up and ask for a labor break down, its slow at dealers right now so techs are trying to get the most out of tickets plus they figure he NEEDS A/C since being in texas!

I got a similar estimate about 2 years ago. the service lady that called me with the estimate actually asked me if I was sitting down. She told me the cost would be $1800 +/-. I told her to park my truck and dont touch it again. I went a got it, did some searching around...heres what I was able to do.
New compressor...$375 (some autoparts superwarehouse online)
Efans and harness from nelson (converted from a clutch fan)...$300+/-
Blackbear tuning for efans...(initial tune for the truck)...$250
Labor...did that **** myself, its easier than I thought, about an hour, honestly...FREE.
AC charge at a stealership, $120.
Total...1100 and change, she got efans, tuned and a new AC. Tell him to go get his truck and do it him damn self. Save his money.

since this thread has been resurrected haha, might as well chime in with my story. went to the local gm dealership to get a quote on doing my knock sensors, they quoted me 485 for parts and 720 for labour. i went and bought both sensors and harness for 180 and payed a buddy $100 to do it for me (been busy, didn't feel like ******* around with my fuel rail without the right tools) 280 felt better than 1205 at the end of the day...
