Default 04 avalanche readiness monitors resetting after turn key off

i have a 04 avalanche 1500 z71 and it will not pass emissions cause of thedrive cycle resetting after i turn off the key. but when i drive i hook up a scanner and it goes through the tests fine. after that if i stop and turn the key off then back on the monitors reset every time. does nebody know whats up?

isn't it supposed to do that? That's why you have to do a driving cycle before checking emissions.

Is that not right?

Yep, it shouldn't completely reset every time you cycle the key, or nobody would ever pass. Who did the tuning? Sounds like a PCM issue to me...I wonder if something was left "unchecked" or "checked" when the PCM was tuned?
