408 silverado, lean while cruising/partial throttle/idle

408 silverado, lean while cruising/partial throttle/idle
Ok, my previous tuner had enrichment rate set to .0195.... so I changed to 1.3 and it gets right to 14.6afr now at WOT, feels much better!
My problem is that it is still running lean(like 14.8-15.4afr) at idle, and slow cruising speeds.
I am still very new to tuning, but very determined to figure this out and learn for myself.. so bear with me! lol
Attached are my last log and current tune file.
What I have changed since the previous tuner had it..
He had it set up for like 34lb injectors.. it has(and had when he tuned it) 43lb injectors
rear end gear swap to 4.11's
corrected the enrichment rate to 1.3
copied a eq ratio table for open loop from another 408 with an ms3's tune file
Specs of vehicle:
04 silverado
408ci(10.01:1 cr), 317 heads hand ported/polished(unknown flow specs), MS3 from TSP: 237/242, .603"/.609, stock intake, stock TB(drilled for idle airflow)8.1L marine injectors(42?43?lb/hr).
