Does Wester lock the pcm?

Does Wester lock the pcm?
I am about ready to have a local guy tune my truck with hp tuners. My question is, will he be able to overwrite the wester's tune? Or does Wester's lock it, where the pcm is useless and I have to get a different pcm?

yes he locks them now "BUT" you are still able to get into it, Dealers do it all the time when they write over a tune.
I talked with Butch (wester's dealer) about this. I told him I needed it unlocked when Rick does my Dyno tune. He said Rick would have no trouble writing over the Tune.

This is what the Wester dealer told me through a email "The tune is "locked" in that it can't be read. However, the PCM itself
isn't locked -- he can install a stock tune and use that as his base
tune." So I am guess Hp tuner software can install a stock tune and go from there?
