Found weird jumper wire

Bought a 2500hd with 6.0/4l80. Coming off the harness for the throttle control module, there is a jumper between two of the wires. Any idea why this would be done?

Will have to get one tomorrow , but it's not pretty, they just stepped back the shielding and twisted a wire between the two, no connectors, just bare wire
