That does sound a lot like it's not getting fuel. The stock fuel system can compensate enough for the displacement. It would be a good idea to get a guage on the fuel line to see what's happening with that. A clogged filter or weak pump will show a pressure drop at high RPM.
The othe possibility still has to do with timing. Is there any chance the timing chain is a tooth off?
You shouldn't really be flogging a new engine - especially if you have a fuel problem. Personally, I had 500 miles on mine driving very easy before I even got past half throttle.

I forgot to mention that I swapped in a new fuel filter yesterday as well.
I was thinking timing too. We might have to put a timing light on it to verify. But the truck wont start with the distributor one tooth in either direction. With it where is right now, it fires up instantly.
As far as getting on a new engine. The manual that came with the engine says to do some half throttle and full throttle runs up to 5000rpm, so we were just following GM's recommendation there.

A timing light will tell you nothing as there isnt a timing pointer on the stock Vortec balancers. Timing is set by the PCM, but you need to set the CMP retard to plus or minus 2°. This is done with a scan tool such as the Tech 2.
CMP retard is the base setting from which the PCM adds or subtracts ignition timing. CMP retard is camshaft retard or the engines BASE timing.
You may also need to do a CASE reelarn since you have added a new engine. (crankshaft angle sensor error) also known as a crank relearn.
A PCM tune will bring the most power torque out of the HT383E. I am wondering if your poppets are clogged up a bit. Their duty cycle will be higher on your 383 than they were with your old 350.

hog, you hit the nail on the head. While I was at work today, Dad took the truck into the dealer for a crank sensor relearn and to set the CMP. The dealer says that the transmission in fine and this should correct the problem of no power.

Well, the truck came back from the dealer last night after the CMP retard and the CASE relearn. The SES light is still on, but the dealer says that it is for the knock sensor. We're going to try some octane booster in the tank, followed by a fresh tank of 91 and see if the light goes off.
