Scan tools come in two styles, had held and computer software. Handhelds will give you codes reading and clearing and a few other options. High dollar handhelds are bi-directional and can read and clear codes but also data log and alter many settings on the PCM..like deleting the 1-4 skip shift on a Corvette. Professional handhelds and scan the entire PCM/TCM/etc. computer systems in the car and load manufacture approved calibrations. Software driven (Computer) scantools can read the codes and usually have more info on what and why the code was tripped, data log for longer times and can be integrated with the tuning software that will alter calibrations. High end scanning software can data log at speeds up to 40 frames/sec and are by-directional. So you can pay from $80-1800 for a scan tool and from $500-5000 for scan/tool system.
What you should do is define what you want the scan tool to do, how often you want use it, do you plan on doing any tuning and then how much you are willing to spend. I use EFILive and it is a nice system, I have access to a retired GM engineer's scan tool and at 40 frames/sec I am amazed at the amount of info you can obtain for tuning purposes.
