Most tuners can set a max RPM with the brakes applied. The RPM will not go above this parameter. the PCM controls it by retarding timing, shuting off cylinders and by the TAC system. Each has a ramp in and a ramp out. You could set the timing to 0 deg's and to shut off 4 cylinders. As soon as it sees no brake input you could have the cylinders refire. I mean like ramp out 0 ms
