Swapping PCM's with HP Tuners

I've got my 99 Sierra PCM using 2 credits with HP Tuners.
Because my 99 PCM is so Friggin Flakey with everything, I am hoping to use a 2001 Truck PCM that I have in my posession.
It appears you can't just do a VIN swap within HP Tuners and flash the previous tune onto the new PCM. Apparently you have to waste another 2 credits ($100) on the new PCM just to flash your tune over.
Does anyone know of a way not to waste 2 additional credits?
Is there an easier way to do this?

That friggin stinks... To me, it's another $100 in the hole.
What PCM is recommended then, since I don't want to do this a third time.
Will the 2002 PCM be the best bet to correct OS issues, fan issues, and other quirks for the 99-2002 trucks?
The 2001 PCM I have is a "411" pcm.
I'd have to check to see what the 99 is.
