Is there a simple/easy way to tell if my tune is locked so I don't make an appointment with a tuner, show up and find he's locked out and I wasted my time and money?

I'm guessing it's been tuned? If so you can ask the tuner. Some lock them, some don't.

Of course, but he's not taking or returning calls!
Is it something "easy to see" for a tuner?

Oh yeah. If someone goes and connects the hardware to it and tries to read the tune file out of your vehicle and it won't let them read it then their is a good chance it's been locked. Their are a few little other issues that can stop it from trying to retrieve the tune but if the tuner is experienced they'll have those basis covered already anyways.
